why would we guarantee a full year's salary for someone that might night be on the roster in a few weeks.
Even teams that have cap room prefer not to guarantee a deal for week 1. Termination pay eligibility is also an issue. After week 1, it is much less significant.

they are interested in have some sort of "understanding" that he will be signed unless a much better offer is made Monday morning and/or (hypothetically) Scott runs for $150 yards and scores the winning touchdown
than this is an opportunity of a lifetime for Scott.
So perhaps its an indication that Washington is the guy they want.

They really liked Dwyer in the draft, and most teams really like Beanie's A-game (which he doesn't always bring). I wonder if they're waiting for reasons other than the money aspect.
Better than Scott. They will sign someone after week one and cut Scott. Most teams are going to wait on the guys cut not they would have been signed already.
Guys, I'd like you to notice something: the Cowboys are making all kinds of moves as the game #1 approaches. They are the classic case of a terribly managed team with respect to the cap. It's a ticking time bomb that is quiet now, but will go eventually go off. In 2015, 2016 you'll all see Dallas's roster go to hell. They'll be like the Raiders this year who are in Cap Hell/Purgatory.
The Raiders have 50 MILLION dollars in Dead Money. Not only is Oakland a bad team, they're a bad team with a severely compromised salary cap. That's disgusting. Reggie McKenzie is smartly making them take their medicine this year though, so they can become healthy again. The Cowboys, under the all-knowing cap management skills of Jerruh are headed down an ugly road.
