Some preliminary feedback from ad network:
On iPhone there is a setting called Advertising tracking which allows Apps and the game developers to retarget ads to you if you allow them too.
A good way to avoid this is to turn this feature off.
Go to settings... General... About... and then Advertising to turn it off.

for IOS 7 you have to go into the Privacy Settings to find Advertising
you have to turn the Limit Ad Tracking feature on
I put two tickets in ... one with Google, one with USA Today.
I haven't received in-depth responses from their tech teams yet...probably won't get a response until Monday.
I wasn't able to get a screen shot because it happened too fast, but that's the site that redirected me to the App Store just now.
