Simms, Collins, or Kent Graham who at one point in '99 was touted as having one of the strongest arms in the league. I'm going to give the edge to Kerry over Simms, but I could be wrong.
I've been watching the Giants since 1968 and Pisarcik was the worst starting Giants QB since then in my opinion. Worse than Dave Brown. He was extremely inaccurate but he did have a strong arm.
I think Collins had the strongest arm. Of all the old-time QBs that i saw play, i'd say Jurgensen had the strongest arm, stronger than Collins'.
and it's not even close. Followed by Simms. Graham had a big arm, but he couldn't hit water if he fell out of a boat, so he doesn't really count IMO. Any more that LT -- who could stand on one goal line, and hit the crossbar at the other end of the field. (Madden says he saw this).
If you mean arm strength/ability to make any throw, Eli is as good as anyone we've ever had, but he doesn't throw the tightest of spirals and his velocity is not great.

Pure strength had to be Joe Pisarcik. No touch at all though
Phil had a rocket too, but the beating he took in his early years diminished everything. And what sort of deep threat did he have back then? Still, the throws he made up the seam to Mowatt and Bavaro in the mid-80s gave a hint of what he could do.
But probably if you measured arm strength Kerry Collins would come out on top.
