Yes, entirely. They're shooting in 5(I think, it may be 4) different countries this year, and they usually film based on location in the show. They've already filmed or are filming a Cersei scene in Croatia. I'm guessing the Northern Ireland crew is filming as well or is getting ready to start. Last year's filming went from July to November, so we have plenty of time.
It also says this is only some of the new cast, so I'd bet we get at least one or two Greyjoy uncles and Arianne. And we're getting the Waif (but probably not the Kindly Man.)
But I would add that I read on Westeros forums today that Benioff said in some interviews pre season 3 and season 4 that they would never make the cast bigger than it was in the third season no matter what, and according to the forums on that site, they are now at the season 3 limit. So if he holds true to that statement this is going to be it for major contract characters.

I can't imagine a complete abandonment of assets like Peter Dinklage's chops or Kit Harington's hair, but maybe that's the plan.
