Preseason, out of market blackout???

I am at my in-laws' house in northeast Ohio. I turned on NFL Network tonight to watch Steelers-Eagles - but despite the fact that where I am is Browns territory and is absolutely nowhere near the territory of the home team (Eagles), the game is blacked out here. I've read the NFL blackout rules, and I cannot understand why this game is blacked out.

By any chance is it on local TV?

We are right outside Akron, a half hour south of Cleveland. We are not the Pittsburgh market. Youngstown is almost an hour east of here.

This makes literally no sense. How does blacking out a game in suburban Cleveland encourage people in Philadelphia to buy tickets to a football game?
