Willfully havent figured it out. The detective on the case actually quit the force over frustration with how corrupt the investigation was. Some british guy made a documentary starring him some years ago and it was pretty good. The detective believed suge had the biggie hit planned and had a lot of evidence and informants to back it up. He even believed he knew who the trigger man was, some guy suge hired who had ties to the nation of islam and the bloods. The detective was stonewalled from proceeding though due to a corrupt lapd that had many people on suges payroll

IIRC snoop dogg blamed suge for both biggies and tupacs murders and suge called snoop dogg a police informant
