These constitute the scout team that the starters practice against week to week.
That's the reason you don't keep kickers on the PS. They can't practice, and since any team could sign that player at any time anyway you're just as well off leaving them on the street rather than adding them to your PS.
But yes, there is a pool of FA vets that will be available throughout the season. Because if the vesting rules, the pool will probably stocked with its best talent between now and the end of week one.
With the best of them getting picked up this week, maybe we should call the remainders The Desperation Squad, the guys available when you're desperate for a body,lol

OL Jamaal Johnson-Webb has been waived
Agreed. I would have kept Quarles over Kuhn, and I'm not sure Quarles gets through waivers. In Kuhn's defense, when he did play this preseason, I saw a number of plays where he was being double teamed, or at least being chipped by a second defender. PFF gave him a -4.0 grade IIRC, but it looked to me like other teams were paying attention to him.
Wynn and Stanton may also not get through waivers.
I think Yuch has been practicing with the 1s :)
That's not how the practice squad works you can't stash somebody on the practice squad that has already been playing in regular-season games for their whole career

David Douglas was claimed off our PS by the Bucs during the regular season, but I can't remember if that was last year or the year before. Maybe that's who you're thinking of.

Really? He's only a return man. Parker looked better than JJ and of he was an ex 3rd round pile of Reese wouldn't even be a question to make the team as opposed to JJ. Holiday hasn't shown anything as he's been hurt. Not sure u can't cut him and pick him up on 2-3 weeks if he's needed

Why put MM on IR? Why not just cut him with an injury settlement? I assume they did this to keep him around for next year, but is it really worth it to do so? As far as Holliday is concerned, is his injury really serious enough to justify IR?
