The TE can line up next to the Guard but be uncovered (by a WR) so he would be ELIIBLE. Likewise, on the other side, the extra Tackle can be covered by the Split End, so he is ineligible. In this case, the Tackle (Pugh) wouldn't even need to report to the referee and the unbalanced line is more of a surprise to the defense.
