the Reading Terminal Market in Philly isn't just one single restaurant. It does have some awesome food. DiNic's roast pork with broccoli rabe is amazing.

apples to oranges.

$ places are going to have much more volume than $$$$ places. A $ place that consistently puts out great food at a great price is going to have a huge advantage over fine dining. Everyone likes finding that hole in the wall, so you probably feel more inclined to help them out. Also, if the food was bad or so-so, you probably didn't sink that much time or money into the meal. I think you'd be more likely to just move on and forget about it.

That's not even a restaurant, although it does include a few. The only other one I've been to is Ono Seafood in Honolulu. It was pretty good, but not even in my top 50.

vacationers (HI, Vegas, etc) have a higher propensity to rate restaurants than people that live in an area...
