I spent a semester in DC when I was in college (Spring 2000). They shut down the federal government with less than 1/8" on the ground in a "storm" that ended up dumping less than 1/4" in the city. The last remaining superpower was hobbled by an amount of snow that wouldnt have kept us inside during lunch/recess growing up in NYC.
