Its an evaluation of his overall performance for the season, not his career. Realistically, I haven't any issue of his being categorized as "average" for 2014. JMHO.
He did more with less than many QBs would have. And if it's because of the overall record, he can't win the games by himself when this team was so deficient on offense and defense.
Meanwhile he also had no running game this year..
BTW he finished 7th in Total QBR..here is the top 10:

In general, I'm starting to think PFF's starting to losie sight of their own limitations and appropriate applications when they're involved in projects like this though. A couple years ago, they rarely treated their grades as concretely as they are here, recognizing value above or below their figures, and they wouldn't likely have taken this "You need this many of this quality players." route.
Donnell bad? His fumbles are a concern and his blocking is bad, but he was an above average receiver.
Demps as average? I wish he was that good.
Rolle is bad? Really?

I agree. Fells played well. They should have never gone with A. Robinson in 2014. They should have kept the fullback -John Conner. He would have at least helped the running game. What the hell were they thinking???

Also would have liked more plays in the pass game toward Hynoski. Connor was a half decent receiver himself -- not too shabby running on dives, either.
PFF hasn't ruined a single thing.
Regardless of their recent PR campaign, their grades are mostly subjective analysis slapped with an objective statistical façade. Most of what they do is to be used as a tool or supporting evidence, food for thought and, in some cases, a general guideline -- all of which can have value. Some teams even do subscribe to them, but (again, regardless of the recent PR spin quotes from guys who have a vested interest in their success) it's largely because of how quickly they turn around participation data and how detailed/specific they can get in that area if asked to.
It's not on them that people are stupid and may take everything and anything put out there as concrete and black/white certainty. No one has to drink it all up and turn into a Stepford football fan. People have the free will to realize that a grading system that gives Eli's performance against the Lions a +1.2 and his performance against the Rams a +1.8 or has Randle (56% catch rate, -9.4% DVOA) as the 16th highest graded receiver of 2014 has plenty of flaws to account for if you choose to utilize it somehow.
But he also is not just an average QB either
