On April 4, 2014, a 38-year-old resident of Bella Vista named Eric Cameron Francis was arrested by the Arkansas State Police for the rape of a 6-year-old girl in what the police said was his temporary care. Sexual crimes against children always attract a certain horrified attention, but this particular case earned additional scrutiny because Francis had recently worked as head teacher at a Christian preschool in West Fork owned by state Rep. Justin Harris (R-West Fork) and his wife, Marsha....

What Harris did not publicly disclose last spring, however, is how Francis came into contact with the 6-year-old victim. In prosecutor documents recently obtained by the Arkansas Times, state police investigators and multiple witnesses concur that the child was in fact the legally adopted daughter of Justin and Marsha Harris.

The Harrises had adopted the girl and her 3-year-old sister through the Arkansas Department of Human Services (DHS).

And then, something evidently went amiss in the household. For unknown reasons, about six months after the adoption was finalized, the Harrises sent the two girls to live with Eric Francis and his family in Bella Vista.

In February, the Arkansas Times asked Rep. Harris to comment on the case and explain what became of the girls he and his wife had adopted. He refused, and stated that the Times was attempting to "smear" him. "It's evil," he said, becoming visibly upset.

Not all. But, that's part of it. The rape is the obviously terrible part of this story. But, how does she just end up living with this guy in the first place?

Ok...obviously I misread the intent of your post. I too want to know how does this POS Harris give up his adopted child. And then he cowardly invokes a passage from the bible when asked about the situation by a reporter? Real pious fuck he and his wife are...they should rot in hell just like this pedophile.

That is a new word for me. I think if you legally adopt, there should be some periodic, unannounced visits from child welfare. I know birth parents are treated differently, but allowing rehoming would seem to allow potential for selling kids for profit to people like the guy arrested.

I wasn't questioning why the mother gave the baby up for adoption. I didn't even think it would be interpreted that way. I was talking about the State Rep. who adopted the children and then turned around and gave them to some other family. That was what I was questioning.

No shit. My wife has been working as a therapist for mainly at-risk kids four years. The stories I've heard like this one or worse don't seem to end.

I was wondering the same thing. It's a nebulous term, because I don't think it has any legal standing. Here's an article from Reuters that might help.

Such a fucked up term. Fuck this asshole for adopting kids and then deciding to give them away.

And I have no words for the preschool teacher who raped young kids. Nothing I can say would express my feelings on him. I just hope he suffers tremendous physical and mental pain in prison.

Matt...per my response 12:35, I get what your original intent was now. But your original post seemed more like you were questioning why the birth parents would give up their child instead of question regarding "rehoming." No harm...just a misunderstanding.
