I guess the alternative could have been to not sign any FA's and just fill the roster will a bunch of undrafted FA's and guys that were cut from other teams.
Because they avoid signing unrestricted free agents. They sign players CUT from other teams. In 2014 the Giants signed a ton of UFA's so do not expect any comp picks.

That's part of it. The other part is that the old Eagles regime used to be good at "letting guys go a year too early" by not re-signing them when they hit FA. This same refrain has been brought up numerous times this offseason in regards to Herremans, Cole, and McCoy (traded), but the big difference is that the former 2 were cut. Which means if other teams sign them, the Eagles won't get comp picks for them.
I expect the Giants to receive at least a #3 and possibly a #2

If a 9th Round existed they wouldn't even qualify for that.
