What everyone is referring to is a very old (and very tired) in-joke based on Bluto's speech in Animal House ("Did we quit when the Germans bombed Pearl Harbor?"). When someone says something is "German," they mean it's been done before. This very same video was shown here pretty much right after it came out (presumably well before you joined BBI).
Take it for what it's worth; there's nothing really nasty going on here, just a meme that appears to be immortal.
