Fine line. That's probably how they'll avoid any significant fine (or a fine at all), but the FAA could claim the Giants are using it to improve their product and thus that's a "commercial benefit".

I assume the process for applying for a waiver includes some type of fee paid to the FAA, so they probably just want to make sure the proper channels are greased...

it was unclear if the drone operators were actual Giants employees. I wouldn't at all be surprised if they weren't. They probably hired some outfit who does this stuff and they are the ones who should have gone after the permit. I'd expect them to be in trouble, not the Giants.
