Is this illegal?

Time is running out....no timeouts left....the receiver catches the ball, but he is 10 yards from the side lines and is basically boxed in by defenders.....now for the french question...

Can he legally throw the ball slightly backwards towards the sidelines(lateral)? When the ball lands out of bounds, shouldn't the clock stop? If this is legal, how come nobody does it?

Had a bad back and was watching the Cleveland/Pittsburg(2003 wild card) game in the snow....everything that could go wrong for Cleveland in the last 5 minutes, happened to them(they had a 12 point lead and lost)......game ended with a Cleveland player not getting out of bounds, and time ran out....
There would be a 10 second run-off

Under Rule 4, Section 7, illegal acts to conserve the clock include a backward pass out of bounds.
And as kelsto says, it'd be a 10 second runoff.

It's a penalty only in the last minute of a half
