I highly doubt that it will do so even if legally it can. From what I can tell, it appears to be more of a political story at this point since Allen West has really been behind spreading the rumor.

Jim Webb is now saying the same thing, which makes it seem more credible given his ties to the Department of the Navy.
Before posting last night, this campaign was able to confirm with a defense official that the Navy was seriously considering charging LCDR Timothy White for illegally discharging a firearm on federal property. No on the record comment was offered at that time. Overnight, the Navy posted in a Facebook comment that the matter is still being investigated and that no charge has been levied at this time. Senator Webb emphatically urges careful consideration by those considering the next step.

I didn't say that it wasn't being considered. However, just because it's being considered doesn't mean that the charges will actually be pushed forward. And Webb confirming this doesn't make it any closer to Tim White being charged. I'm sure he's seen the various social media posts and was merely confirming of the facts of what is happening (which really is a normal procedure involving any criminal activities).
Allen West, on the other hand, wasn't merely stating that the charges were being explored (legally I'm sure they are examining everything). He was using it as another one of his political sniping that he's well known for.
Is it 100% sure that Tim White won't be charged? Of course not. But will this administration and the Navy want to come off looking like a bunch of assholes? Think about that.
As to your exit question, I don't think the administration cares if people for whom they have a low regard think that they're assholes, and the Department of the Navy follows orders like everyone else.

And by people of "low regard"...who are you speaking of?
As much as this administration has been lambasted by the military and its supporters, the administration and its decision makers aren't going to make that worse by going after a man, who may have played a significant part in saving the lives of many others, both military and civilians.
Until something actually comes out in public from the mouth of the Navy, I think it's just dumb to get upset (not you particularly) over something that's being discussed behind close doors, which may or may never come to fruition.
