A penalty against the offense (punter) in its own endzone is a safety. A penalty on the defense in its own endzone is not.
the fumble in the end zone and inadvertently knock it out that's OK, but if you bat it out that's not OK? Is that the rule? So the ref has to judge if you are trying to bat or if you are trying to recover. In this it was obvious but what a stupid rule

I'm not sure about that reasoning. The punter is accepting the bad result, the safety, so there's nothing to be gained by accepting the penalty.
On first glance at the rules digest, seems illegal. Maybe not reviewable though.
