That makes no sense. So a player cant step back to avoid a tackler on any play? Never heard of that.

Bubba I'm pretty sure if the runner goes out un-contacted the clock stops and the ball is placed where he went out of bounds. You are thinking of forward progress once he's hit by a defender.
