Because the biggest thing that can help inferior teams is turnovers. Rainy, wet conditions can result in turnovers. Of course both teams are playing in the same conditions, but turnovers can be the great equalizer for lesser teams.

Washington is 25th and the Giants 26th in the league rushing the football, with almost an exact ypc. They are both equally inept running the ball.

Excellent analogy. The weather is the same on both sides of the field. We also won the ice bowl in Green Bay in 2008.
