For cap amounts that get rolled over:
Can these amounts be rolled over more than 1 year?
For instance, using round, basic numbers --- say the cap is 150, and the Giants have 3 to carry over from last year. And this year they only spend 149 against the cap.
Is their rollover amount for next year 4 or 1?
