Usually the simplest possibility is the correct one. Most likely it was someone that has a computer that Tunsil used and saved his Twitter or email to it. I suspect that it was the stepfather that did it, even though he denies it.
I don't know if you can look up the IP Address logins to a Twitter account, but certainly the people at Twitter could find that info.
