necessary. There have been more than a few cases of mothers abandoning (if not outright killing) their children because they didn't want to deal questions handing them over (IIRC, both police stations and hospitals have 'don't ask' policies for people who want to surrender a child).
Perhaps, a better focus shoukd be on not having kids
when you cannot take care of yourselves. Maybe a national campaign as intense as the anti-cigarette campaign except this would be the antipregnancy campaign when you cannot afford it or are a drug addict or the father is no where to be found. At least we'd get some bang for the buck with that.

Abstinence programs have been ineffective. I can't see free long term contraception being politically viable for a segment of our society. So what option you going for?

You must not know any middle/high school aged kids. The "anti-pregnancy" campaign has been going on for decades.
You seem to be implying that it can be only one or the other. No education campaign is going to be 100% effective, ever. So you do the education campaign along with other initiatives and still have a safe option available for those folks that you aren't able to reach.
What you're looking for is "perfect world". I'm sure we all agree that it would be fabulous if folks that couldn't take care of a kid/don't want a kid wouldn't have them. Unfortunately, that's not the world we live in.
The good new is that teen pregnancy rates are basically the lowest across the board that they have been in basically forever.
This has been used by other countries with success.
It's preferable that the mother hands over the baby in person since she may need medical assistance herself. Unfortunately, situations occur where too fearful of authorities despite safe haven laws; teenage pregnancies particularly those in denial, or mother with mental health or addiction issues. So if these boxes can help prevent additional tragedies, why not?

I am sure they have them in AZ, but not sure about NJ/NY, but you are right it is not common knowledge.

Unfortunately, even if this was common knowledge, the fear and shame involved in giving up your baby face to face is one hell of a deterrent.
