Colleges were worried about kids declaring early and graduation rates. So, an NFL rule is that if a kid graduated early then they can go to their team. The problem is that you cannot go to your team until your school has their graduation.
Some schools are on the quarter system and it runs late. Those school don't graduate until some time in June.

Graduating in 4 years would be extremely difficult especially given the fact that many student athletes enter college deficient in academics.

If you went through your normal 4 year then you would not technically graduate until your school has its graduation which could affect them. Therfore if they can finish by the winter or fall semesters then they do not have to wait until the spring commencement which, as you can see, can be problematic.
