Someone on the third floor of the Malcolm Grow Medical Facility saw two people walking across the base with long guns, law enforcement officials told NBC News' Pete Williams. The person didn't know a drill had been planned and reported an active shooter.

Hypothetically speaking, if this were to happen, the shooter may not need to get on the base with a gun. It is a military base and probably has guns there already. The shooter could get on the base and then get a gun. While difficult, might be easier than trying to sneak one in.

In the case of an active shooter I would think it better to err on the side of caution rather than 3 people dead because nobody reported the two guys with weapons, no?

We're trained to report shit like this. And no, it's not normal to see dudes walking around with long guns at the ready on a military base. Especially in a medical facility.
Somebody saw people with rifles that they wouldn't normally see and reported it. I'm not sure what the words (hopefully didn't report shots fired) of the call in were, but I would call that a successful drill, if even just as part of awareness.
If reported wrongly it sets up for a training session, but still, the error was on the right side of caution. The reportee should be lauded and then instructed for accuracy of the report.

I don't ever remember one at either Futenma or Yuma. The threatcon was higher in those days in any case, which is why it wasn't unusual to see guys on base with rifles or shotguns. When I was on gate guard at Yuma in 2004, everyone who wasn't PMO (which was the majority of us) had rifles or shotguns.

Well, it's not many of them. In Uzbekistan, you could always tell the AF people because they wore civvies when not on duty. All of the Marines and soldiers on the base were armed, so we were always in uniform. AF personnel didn't have to stand posts in the towers, either, which was lame.
The AF security force was supposed to be guarding the flightline, but those fuckers slept in their Humvees all the time. One of our guys fucked with them once by taking a bar of soap and writing "SHHHHH-WE'RE SLEEPING" on their windshield. You couldn't really see it right away, but when it rained (as it often did there at that time of year), it would suds up on the letters.
Oddly enough, it was only at Karshi-Khanabad, not Iraq, where I carried a condition three weapon.
