Boston was limited last year to spending a maximum of $300,000 on international prospects after exceeding its spending limit the year before by spending $62 million on Cuban prospect Yoan Moncada.
The Red Sox skirted the $300,000 threshold by packaging highly regarded prospects with lesser ones, paying both similarly and allowing the players’ agent to give the lion’s share of the money to the better prospect, according to the source.
The Boston Red Sox were banned from signing any international players for the next year and had five of their teenage prospects declared free agents on Friday
While the Red Sox still will be able to sign major league international free agents, the one-year ban is a significant blow to their development system.

Distinction is between prospects and adults I assume. The rules limiting when and how much you can spend on IFAs is for kids only, not players in their prime.
The younger ones which can comprise of latin born teenagers who are able to sign at 16 or cuban defects under the age of 23 (I believe 23 is the threshold) count against your international signing bonus allotment. Teams have the ability to go over that signing bonus allotment but when they do face penalties such as not being able to sign any the following year for over 300k.
Older international players such as the Abreu's, Ichiros, Tanakas, or Puigs of the world do not count towards that signing bonus allotment.
NO!! The Red Sox are just a poor, penniless outfit Â

Yeah, the two cuban brothers each fall on both sides of that divide. One is subject to the bonus pool and the other can cash in.
It occurred while Ben Cherington was GM. Boston was either particularly egregious or an example is being made, since this is apparently a common practice among major league teams. Also, by most accounts, there is some question about the investigation itself with teenaged players being questioned and threatened and denied having any advice or counsel in the room.

Yup. Here we go. Excuses galore. Like clockwork. The Sox couldn't possibly be in the wrong. Noo sir! Lovable underdog, cute and cuddly, blue collar grit squad has enough stacked against it.

I don't know if it's excused. Certainly they seem guilty enough. I am not sure why context for this, or anything really, is something to be avoided.
It's ultimately nothing more than a slap on the wrist to the Sox. Yes. This happens all the time and goes ignored. Sox were a bit more blatant about it. So the lose moderate prospects at best. And are now out of this years IFA market instead of being capped at 300k
It's a headline story to make it look like mob did something. But in reality it was just MLB being furious about the Moncado contract and this was literally all they could do about it. I'd say major win for the Red Sox.

Not sure how you can call it a win. Some of the guys they lost have potential, although any 16-17 yr old person is a gamble. They likely will have to shut down one of their (2) Dominican League teams. It does place a hurdle in their presence on the Int'l scene where they have piled a lot of investment and have one of the, if not most, major presences. As an aside, I would wonder if that is not one of the major impetuses for this sanction, small market teams putting pressure on the MLB office.
Would you prefer to land the biggest IFA of all time? Or fill a second DSL roster?
I'm not sure how one is related to the other. The Moncada signing was in the year prior and they had no restrictions on signing him. But because they signed him, there was a cap the next year which they circumvented. That's what they are penalized, so nothing to do with Moncada.
They could ban the Red Sox from the draft and signing IFA for a few years and they will still have more talent than the pathetic Yankee system. The crown jewel of your player development system for the past ten years is Brett Gardner what a joke. You guys talk about Refsnyder like he's a blue chip prospect I can only imagine what you'd be saying if you had someone like Betts Boegarts or Bradley not to mention what's still in the minor league system.
Three championships since the turn of the century how are you guys doing
Is that really what you decided to hang your hat on in terms of small sample size jackass? The Red Sox are and have always been inferior to the Yankees - count the total championships - all of them. I honestly can't stand most duchebag Red Sox fans.
But they were already restricted for the next year anyway. They couldn't hammer them because the entire system is absurdly corrupt. Handshake agreements are the norm and yet they're forbidden.

i really like how these conversations degenerate into irrelevant bs going back and forth.
But it's an interesting topic. A horrible system and a corrupt one. My guess is that you it was either too glaring that the Red Sox signed 2 top 50 players after the Moncada signing or they did it in a way that was more below board than the below board way other teams did it. I hope that when the mLB makes an official statement of punishment, they also specifically state that no other team did anything wrong.
My guess would be that it was just too brazen to ignore. $300K going to a guy nobody ever heard of who might have been tryout-worthy or something like that. Voiding the contracts is appropriate because it directly addresses the conduct and the most significant restrictions were in place for another year anyway.
Let he who is without sin... The Yanks had to pay up because a kid they spurned (because he got fat) produced evidence of a pre-7/2 agreement.
Are you addressing your remark to me Bill? The troll Possum on a NY Giants board registered in May2016 and has no other posts on this board except the BS he posted above. What's your point - if you have one to make on my comment? I have no ide where you are implying the year 2014....

it sounds like a bunch of players, including the desired target, are all in one training group and the team gives a lump sum to the manager who disburses it, taking most from the lesser player and funneling it into the pocket of the desired players. Sounds like one big shit show
If you give $300K to a guy no one has heard of, who just happens to be training alongside a heralded prospect you signed, and obscure guy doesn't show up to Instructs throwing heat and buckling knees, questions get asked.
Bwahahahaha

In other words, anyone they sign likely has to be added to their 40 man roster.
WTF?

Big Papi and steroids
and now this..and probably more I'm forgetting.
I don't pretend to know the details of this, but it must be tough being so persecuted.
Btw, I saw Anderson got a cool 4 mill yesterday. That's terrific!

But whatever. Enjoy tooting your horn about a 42-36 team.
5 championships (and 7 AL pennants) in the last 20 years.
Thanks for asking?
