does he count a full year against the cap if he plays just week 1? Looks like he has played 16 games twice and then 8 games and 3 games. I assume that means he isn't vested.

at least to me, means that if Bullock kicks well in practice and the next 2 weeks, I think the Giants cut Brown and will move on from him. You aren't paying a guy $700+K for 1 game.

Raul Allegre and Matt Bahr both didn't start their seasons with the Giants. John Carney joined the team in Week 2 and ended up going to the Pro Bowl in 2008. Sometimes retreads find a home and do well for the Giants.
We'll see how Bullock performs in the next two weeks. If he performs lights out, then we'll decide who should kick for the rest of the year: he or Josh Brown. If he sucks, then we'll pick up one of the guys cut from another team.

Giants don't want to pay 760k for one game; if they were set on keeping Brown, they would have looked for a non-vested kicker to fill the space.
If Bullock messes up the next two weeks of preseason, that's what they'll do, in all likelihood. If he makes all his kicks, then he may very well be the option for the year.
Assuming he also does the job against Dallas, of course, after which Giants would have to make decision about putting Brown back on the roster. Cutting Brown means paying him $1M for nothing, but since he is owed another $750k non-guaranteed for his services in 2016, the net cap consequence would be a wash. And Brown's baggage would go out the door with him.

It's not about his overall FG percentage for me. It's the alarming difficulty/inconsistency he seems to have with the closer kicks.
