There's a limit to the number players that can be on a roster. PUP doesn't count during regular season. I presume they don't count on the roster during preseason. So if you're added to the roster off PUP, the roster count has to be at or under a certain limit. If we were at that limit, someone has to be taken off to add him.
I don't think they have to make room because it doesn't count against them in preseason.
