Yikes, not a good look for the 2016 third overall draft pick or the Chargers. How can this be happening with a rookie wage scale in place?

It is common for signing bonuses to be paid over 2 or 3 years to assist teams with cash flow issues and it is common for contracts to have the offset language. Bosa's camp will not agree to both, even though it has been reported that the picks on either side of him have agreed to both.
In my opinion Bosa is only hurting himself. As Randy said, he is an injury waiting to happen once he steps on the field and he basically has wasted his entire rookie season. With the lack of practice time allowed by the CBA, there is little chance he catches up this year.

That's it. The only thing consistent is the garbage reputation of SD management and front office, year in, year out. It's not a secret that they openly hate their fans (try and fail to extort the city, then fail at leaving) and they hate their players (Weddell-gate).

I do not believe this is true. A player is only eligible for the draft in the year after his college eligibility ends. Bosa's only "recourse" is to try and force a trade by refusing to sign. This was the same issue La'el Collins faced last year and is why the agents made all sorts of threats to discouraged teams from drafting him late. They desperately wanted him to make it to free agency so they could control where he signed and would sign for a shorter contract. If he were drafted, that team would control his rights.
I agree with you but sitting out the season is idiotic if you are Bosa. He will lose an entire year of pay, be drafted lower next year, and will become a free agent a year later.
Once the draft starts, if Bosa hasn't signed, he is eligible to be selected again - SD's rights to him expire then.

SD can trade his rights up to the Draft. If he is signed, he can be traded up to the trade deadline.
Maybe so, but San Diego is earning a reputation for being a place players don't want to play. This can only hurt the Chargers in the long run.
They should just pay the man the same fucking upfront bonus money that any other team would pay to a top five pick.

Cannot see him as a top 5 pick next year at all. A year off, and a track record of being difficult (even though he's probably right in this scenario). He was barely a top 5 pick this year as Dallas was taking Elliot regardless, apparently.
I'd start with a 2nd for him, but I like your thinking - nothing wrong with offering the 32 pick for him.

Bosa will not be a top 5 pick next year. He'll be one year removed from playing any meaningful football, and there will be more talented DE's entering the draft next year. Bosa won't sniff anything near top 10, let alone top 5 next draft if he does sit out this year.
First overall pick Jared Goff does have deferrals but no offset language.
Second overall pick Carson Wentz does have offset language but only $1 million of deferral that is paid in January.
And since 2012, the third overall pick has either had: 1. No offset language with deferral; or 2. Offset language with bonus paid before January.
This year, 19 of the first 24 picks have had their signing bonus paid in full by the end of 2016.
For what it’s worth, last year’s top overall pick, Jameis Winston, had offset language and $6 million of his signing bonus deferred into the subsequent March.
The Chargers are offering something akin to the contract Jameis Winston signed.

Sorry ... I don't get why he's risking losing money and hurting his team over the date that he gets his guaranteed money. Seems more likely his agent needs the money upfront than the player.
It's amazing how they treat this guy. They had him as the #1 player in the draft. They loved him and we're thrilled with the trades at top of draft allowed him to be there. And they fuck it up. What a mess they created.
