This is a great equalizer and ensures there will be virtually no difference at all between low end talent on the very best NFL teams and low end talent on the very worst. It's top end talent that makes ALL the difference in the NFL.
Whether Taylor makes the team or not is irrelevant when trying to ascertain whether the team is destined for 1-15 or the super bowl.

Overall, you're right: there isn't a lot of difference between the 45th-53rd guys on the best and worst teams at the beginning of the season. It's playing with fire, though, to have too many of your backups near the bottom of their peer group. The Coughlin-era Giants repeatedly seemed to suffer the double-whammy of low-end backups exposed by waves of injuries and other misfortunes concentrated at thin positions.
Consider the 2016 Cowboys: Overall, their depth is probably on par with the league as a whole; it's even quite strong in a few places like RB and interior OL. But they will open the season with an unheralded rookie at QB and garbage on the defensive line, while a proven starting guard (Ron Leary) languishes on the bench, waiting for an injury or a trade (or, Dallas being Dallas, a suspension).
If Spagnuolo, Merritt and McAdoo could simply draw it up, they might keep Collins, D.Thompson, Berhe and M.Thompson, with Hall playing some hybrid slot corner/cover safety and one or two of the younger guys on the practice squad. As things stand, though, they might have to keep Taylor around for a while. And if he seizes the opportunity to establish himself, so much the better.

While I agree that the top end talent provides far more contributions to success, the middle and the low end talent get you thru the season. We are not exactly a "force" at Safety and will need every one of them on the roster to play a fair amount, and imo, Cooper Taylor is a liability with his play and its tough to create an argument that he is still developing...
