It says absolutely nothing about their value. They are injured. That's why they didn't get signed. Players rarely get claimed on waivers if they are injured.

Its almost etiquette at this point. Teams dont sign other teams injured players. Its why there was some Subtle digs at Belichick when the Pats claimed an injured Jake Ballard.
