If Cruz wasn't coordinating his celebration with Beckham, then how could Beckham have been coordinating his celebration with Cruz?

I'm guessing they are saying it was Beckham who spontaneously "coordinated" the celebration by pretending to take a picture of Cruz dancing andf Cruz had no prior plans with Beckham to coordinate that. Either way it was a ridiculous fine.
