PES doesn't have as deep of a gameplay and doesn't have licenses, so they have teams like Man Blue for Man City and the competitions are named differently, but the gameplay is amazing.
I have owned both in past years, but tend to lean towards FIFA because I prefer playing Ultimate Team and when I'm done with that, there's a deep career mode and this year, they have a mode where you take a young player in the Premier League and bring him from youth prospect to star. Also, I'm a fan of some of the second tier teams, so I customize my kits for FC Heidenheim and play with a squad made up of their actual players.
I think the gameplay in FIFA is solid, so I don't think you can go wrong with either of them.
PES has been reviewed as one of the poorer efforts for that game in recent times. Plus they have licensing issues with some of the teams and real names. I played the two demos and FIFA seems much better than '16.
Entirely different kind of game, unless you played Fifa Manager in the past.
I haven't bought Fifa since it's 2014 edition. I wonder if is has improved since then. I heard the Manager mode has not seen a decent upgrade in 3 years.
