Yeah, it seems kind of a roundabout way of doing what should have been done from the get-go.
My guess is that they flirted with the idea of having Leon Hall play some Safety, which is why they brought up Hunter, then thought better of it and decided to waive Hunter and promote Adams instead.

Odd decision. They can likely get Hunter through waivers and back to PS. But seems a bit clunky, and costs #Giants a game check.

CB Michael Hunter could be resigned to the Giants practice squad on Monday, as soon as he clears waivers, according to a source.
All of the sudden concerned with a billion dollar franchise spending $26k? You're not accountants, and I would wager that the Mara family probably knows a bit more about finance and making money than people who hold microphones feet away from sweaty athletes.

I think the point was simply that it cost the Giants $26K against the salary cap unnecessarily. It's pocket change under a $155M cap, but still.
Maybe someone (Washington?) was sniffing around Hunter and his temporary promotion prevented a move. And maybe Hunter will be the next man up when one of the DT's (Hughes, Johnson) is released (could be as early as next week). And for how long will they keep 3 QB's on the roster?
the crazy roster decision is keeping 5 very part-time DTs where we already have 5 DEs, some of who will sub into DT-like positions in pass rushing situations.

The mystery is: why was Hunter promoted over Adams in the first place? Like you say, the Giants were already deep enough at CB that there was little chance of Hunter being active on game day unless it was solely for special teams purposes.
p.s.-- If I'm a team that is hurting for a CB, I would be looking at the practice squads of teams that are deep at the position.
STRENGTHS: Sports a compact, well-developed frame. Balanced, coordinated athlete with light feet and quick change of direction. Keeps an eye on the quarterback and shows a good understanding of route concepts, getting a jump on the ball.
Tracks the ball well, showing good hand-eye coordination and the body control to contort in space to make difficult catches. Takes aggressive (but not hazardous) routes to the ball and shows the ability to deliver physical hits. Squares up ballcarriers and wraps his arms effectively to make the reliable open-field tackle. Voted a team captain in 2015.
WEAKNESSES: Does not possess ideal range to cover sideline to sideline and could struggle handling the deep threats he'll face in the NFL. At times is too content playing the role of final resort for the defense, allowing teammates to make plays in front of him. Must show better agility and strength to fight through blocks of receivers and tight ends while in run support.
IN OUR VIEW: Adams lacks the elite size-speed combination of an early-round choice but he has shown a knack for being in the right place at the right time. His instincts, reliable open-field tackling and ball-skills should earn him Day Three consideration for teams in need of help at safety and on special teams.

His instincts, reliable open-field tackling and ball-skills should earn him Day Three consideration for teams in need of help at safety and on special teams.
Sometimes the rep for being in the right place at the right time is just a lucky streak, but the same things that Rang talks about from his college career were evident during the preseason. That's very encouraging because I didn't know it was a carryover from college.

Good point. I had lost track of the timeline on the injuries. That makes the most sense.

They both should have made the final 53. The Giants should have kept five Safeties from the outset, in my opinion.

It was painfully obvious what had to be done. You can't go into a game with two healthy safeties.
