This is correct. Decades before the NFL recognized the concussion problem, the fair catch was a legal play designed to prevent the returner from getting injured. Now think about all the rule changes the league has been making to reduce the number of kick returns.
I think it's fair to say that punt returns and kick returns are the two most dangerous plays in football. The league appears to think so, at any rate. So let's not go out of our way to put our team's best player out there unless we really have to. Let the Steelers do whatever they want with Antonio Brown - it's needn't be our concern.
