You don't think that there are other people operating in high levels of state governments that possess highly sought after skills that would command a higher salary than the football coach? Some of these people are responsible for oversight of budgets that go into the billions, and make complex business decisions that are no different than senior managers at a lot of Fortune 500 companies have to make.
