I hate crap like this. It prevents emergency services from attending to real emergencies, can cause a panic, can cause injury, and at the bare minimum is an intentional nuisance to a large group of people.

Whatever they can do to this guy, I hope they do it. I'd love for a savvy personal injury lawyer to figure out a claim for the hotel guests against this guy.
