34,125,039 of the cap is set at 168 million. Most think it will be a bit higher at 170 million. Also we will probably cut JT Thomas and save 3 million. So if we cut him and the salary cap goes to 170 million we'd have 39,125,039.
Which would free up some cap space. Possibly rework DRC's deal. Even if neither of those happen we will have about 40 million to play around with.
To put that into context Oliver Vernon, Jackrabbit, Snacks, Keenan Robinson, Bobby Rainey, Will Johnson, Kelvin Sheppard, Leon Hall & Coty Sensabaugh cost us 34,493,345 in cap space last year. So we can sign quite a few good players and not spend as much as we did last year.

Over the cap is more accurate than sport-trac IMO. One example is DRC. Sport-trac has his salary 500k too low, because DRC had a 500k salary escalator for 2017 when he caught his 5th interception in the last game of the season.

Once the Giants exercised that option they went from 32M in space to 23.2M.
the cuts today bring the Giants back to around 32M.

Most estimates for 2017 are between 166M and 170M.
