Do Houston and Oakland share a glaring need that would motivate the Texans to trade up? I don't see more than the usual overlap. The Raiders aren't in the market for a quarterback. (Not sure the Texans are either, considering their investment in Osweiler and their professed enthusiasm about Savage.). Who would Houston and Oakland both be targeting? Reuben Foster?
are the couple spots in front of the Giants, just ask the Titans and Bears. Those spots are used for teams to trade up to and pick the players the Giants publicly covet.
Some teams are picking after us, which allows for the possibility of those teams trading UP, while the Giants trade DOWN, the two teams effectively switching draft positions, but possibly resulting in the Giants having more draft picks (or possibly players?? we shall see).
