GG-the ranking is based on # of drafted players he got right on his top 100, not necessarily where they were drafted. Even his score, which was best, averaged in the low 80s.
Easy -- compare top 100 board to players actually drafted in the top 100.
Still useful as a general guide of players who should go in the top 3 rounds. Those are the picks they really count, need to hit at least 2 good contributors to help push this team to playoffs or further.

The only #1 at his position at 23 is Bolles.
In the deepest positions available at 23 are ER (harris 5) and CB (Humphrey 3)
The highest TE availble is Engram rated #40 and 3rd best.
Needs will dictate where the players may be selected but it shouldn't mean your 35th best player gets selected at pick 125... That means you either are way ahead of anyone else in seeing this kids talents and potential or you were way off on how this kid is actually viewed.
Just my Opinion.
When evaluating players, all teams fold "need" into the analysis. Consequently, their value board will differ from a board that is based solely on talent, even if the team judges talent exactly as the talent board.
