that when you sign someone new that the 51st player becomes the 52nd player and he doesn't count this time of the year.
So when you sign your 4-7th round draft picks there salary is close to the 51st player so they really don't count that much.

FYI - The only 2 salary cap numbers that will count against the cap now since the Top 51 Rule is in effect during the off-season with respect to draft picks are the cap numbers for the 1st and 2nd round draft picks. The figures are slotted (23rd and 55th overall picks for the Giants). Take cap displacement into effect and those two figures of approx. $1.93M and $828K will decrease by at least $500K each.

If you look at the end of year 2016 cap hit for the rookies, the $2-3M figure totally makes sense when you consider similar numbers coming in for 2017 and what numbers will be displaced from the current 51.

George: the downside to this is the fact that this year saw huge gobs of $ going to average veteran Oline guys. Pugh is versatile and a bit above average, IMO. He may command a king's ransom next year as a FA.
