Draft question

Didn't it use to be that the team choosing first in NFL Draft could just select their player in the weeks before the draft if they knew who they wanted - they didn't have to wait till draft day to actually select the player.

and then it would move to team choosing second who also could select their player anytime before the draft

does that rule still exist?

if it does why don't teams do this anymore?

Clev can come out and say we are taking Garrett first overall, but it does not become offical till draft night. But there is always the chance that a team may want a player and trade up.

Not sure if you can negotiate salaries till after they have been drafted.
I don't think it has happened since the new CBA.

Before the new CBA players had no restrictions on what they could ask for and it became a problem in terms of getting these players in camp on time. So, teams would say they like 2 or 3 guys and started negotiating with them to get them to lower their potential value in order to be the number one pick.

Now, the only thing that really holds up a contract is the amount of guaranteed money and/or offset language. There is no benefit to announcing who a team wants early. One, as someone mentioned, it takes away from draft night which has become an insanely huge even. Two, a player could do something stupid and get an injury or he could ve involved in an investigation like someone else mentioned with Collins. Three, if you ever wanted to trade the pick then you are devaluing it by eliminating the rest of the field. If a team falls in love with a player then the only way to guarantee getting him is getting the first pick.

rookie salary cap. Being able to sign the player was almost as important as the player himself.

There is no benefit to announce you plans as you can miss out on potential trades. Not likely, but it does not cost a team to wait.

What if an idiot, like Mike Ditka, offers you his entire draft to get that first pick? The point is that you are in the best position, you are the envy of everyone, everyone wants that pick and you have 31 opportunities to take advantage of your position if you have someone who wants that position that badly.
Think of it as having a royal flush...

You don't just go "Well I win I'll just take what's in the pot" nor do you "all in". You let the pot stew for awhile. Granted nobody seems to be salivating for a chance to nab Garrett or Watson but it doesn't hurt to let it just simmer.

that was what ended it -- in 2013

previous if an impact player was obviously the first pick , a team would just start the negotiating process early

for example in 2012 andrew luck was picked about 11 days before the draft by Colts.
