and I don't want to overrate Brandon Davidson, he's not a top 6 defenseman. and I guess Alexei Emelin is, but in this series, Davidson is a better fit, especially with the speed and size of the Rangers forwards.

Absolutely, and he has in the past slew footed a player on one occasion - though normally not intentional or blatant and it did not result in a suspension or a fine.
In fact as far as I know Gallagher has never been suspended by the league and not even fined by the league.
Kreider has been fined for his play, is he a dirty player?
The league reviews game film and suspends players for slew foots regularly. Andrew Shaw was suspended for a slew foot this season.
Slew foots are dangerous, so if it was both blatant and a slew foot as you say I would expect Gallagher to be suspended.

b) you don't really know what a slew foot is
c) No suspension because...Montreal

I don't think Gallagher does this:
When players hustle like Zuccarello or Gallagher they force the opponent to do things quicker than they want to do and actually draw penalties. But back to Gallagher....

He has 12 penalty minutes in 4 games, while he had 26 minutes all year! Something isn't adding up, especially with Gallagher pushing the boundaries more and only getting called for penalties in game 1.
Of course, when crosschecks and slashes are going un-whistled, but phantom stickwork on the boards is a penalty, I'm not really sure reason is going to play a decent part in discussing the ref performance.

By nature of their role, pests are constantly pushing the boundaries when it comes to legal and not so legal actions.
Perry was suspended for four games in 2013 for interference. Antoine Roussel was suspended for two games in 2014 for cross checking and fined that same year for a sucker punch. Radko Gudas has been suspended for a combined nine games over two suspensions. Brad Marchand has had more hearings with the Department of Player Safety than some pests have career games played. Hes been suspended multiple times over his career.
Gallagher hasnt even had an on-ice incident worthy of serious closer inspection. The most popular example used to demonstrate Gallaghers pest-worthy actions is this trip on big Boston defenceman Zdeno Chara from the 2014 post season....
He was recently a topic of discussion after sliding into New York Rangers netminder Henrik Lundqvist, but he was sliding on his knees uncontrollably at the time and he didnt go looking for it.
