That prior email is hardly rock hard evidence of wrongdoing, but it is a bit funny, and it's reasonable to continue to wonder what Eli meant.

Game used equipment is also considered backup helmets that don't get used. Is it possible that Eli was saying can pass for game used meaning that it has scuff marks? In other words could he be asking for stuff that was actually worn on the field during plays. Who knows, but I doubt Eli was trying to scam someone come on.
There were a few articles about it on line, and I just picked one. Other articles say that the emails indicate that there was no effort for fraud on this stuff.

So in that context, he asks Skiba for helmets that can pass for game-used. The wording can easily be intended as innocuous.

I don't know about jerseys, but most players have 2 helmets for the season. A game helmet and a backup. Maybe a third for practice. The league stresses using the same helmet. It is one reason throwbacks are limited in terms of helmet design/coloring; they don't want players forced to swap helmets for one game.
