At league meeting next week, NFL owners will vote on proposal to allow a second player to come off IR in season. Likely to be approved.
This would be an excellent change if voted and approved.
Provides for more flexibility.

This new rule is a great start but as others have said, more would be better. The goal is to improve the game, having more specialty players would help improve the game.

simple answer is money. owners don't want to pay extra players.

Because there are a number of players in any given week who aren't healthy enough to play, but aren't injured enough to sit out 8 weeks or all season, and by having inactives, it ensures that both teams are on a level playing field.
This really isn't that complicated.
