Nope. All time exists at once just like all space exists at once. The future and past are just directions like north and south.
1) The word parallel is being used differently, to simply mean one outside ours that doesn't usually intersect.
2) In some forms of non-Euclidian geometry, as I understand it, parallel lines do intersect.
3) In some theories of the universe, such as superstring, it has many more than three physical dimensions plus time. So spaces parallel in three dimensions could intersect in higher dimensions.
