just seems silly; instead of increasing the number of players who can return from IR, just mimic the MLB rules to a degree of a 10 day DL and a 60 day DL. I don't know exactly how you stipulate it, but maybe some rule where if you go on the 1 month IR you get an extra practice squad spot and the full season IR gets a roster spot vacated; or something of that sort.

I.e. if a guy gets a concussion, he is deactivated and can be temporarily replaced on the roster until cleared.
it seems like there could be a rule that allows a roster spot to be opened until any player is deemed fit to return. After that any rights to the replacement player should be terminated, making them a free agent (or returned to the practice squad if that's where they came from, which ultimately roughly equals free-agency).
I haven't thought this all the way through and I'm sure there are problems with the idea, but right now it seems smart to me!

To some degree it's been made irrelevant. The salary cap limits how many players you can stash.
I can't see any scenario where this is a "bad thing" or hurts the quality of the game we see.
One thing I really do wish is that rosters were expanded to 54 and 47 active on game day. The idea being you can carry that extra QB on your active roster and protect him, like we will be doing with D. Webb all year.
I would think owners are tired of paying players to sit out the season.

This. It's archaic. And it would be better for the player and the team. Guy hurts himself in July very well maybe healthy by Oct. especially skill players. Totally healthy player needs to sit why?

I like the idea about more concussion specific rules. They need to be much more progressive in that regard; much more than new facemasks/helmets.
