I'm sure he wants to go somewhere where he can start.

Of course it all depends on if his shoulder is okay. If it is, I don't think he'll be out of a job for long.
Eagles will want him

They were considering trading him last week.
Who is left on the Jets at this point?

I'd have to think their roster is in just as bad of shape as Cleveland's.
Isn't there

a cap minimum teams have to meet?

Somewhat agree.
But Cleveland's roster is way better imo.
They have Coleman/Crowell/Joe Thomas on O. And who knows if Osweiler/Kessler can produce at Qb. On D they have gotten some ok fa's plus Haden/tge big dt (name) and all of their first round rookies.

Jets are obviously tanking.
Actually, the Jets have a promising developmental pool of WRs
Bob in Newburgh : 6/13/2017 7:59 am : link
The most likely breakout is Eunwa (sp) who is an athletic beast with an attitude and hands. He is more a question of whether any of the QBs can get him the ball.

After that, it is a crapshoot but physically there is some phenom talent (Robbie Anderson) and a Decker clone in Hansen.

Cutting Decker saves cap, but more importantly saves a roster spot for a WR with a future. Jets got real value from Decker in 2015, and poor value due to injury in 2014 and 2016.
High motor white guy

Bill Belichick on line 1.
