haven't owned one in years but need to bite the bullet. Looking for a decent PC under $500. I like Lenovos and found the one linked but I'm not dead set on a certain brand.
Will be using it for everyday use (web, video, music, etc) but want something with decent specs as I am going to start getting into web development and potentially use some design software. Thanks in advance for any suggestions.

I did a quick search on Amazon and found the below linked Dell. It's a bit over your $500 price point but it's also a very nice computer for the money. The Latitude line is Dell's corporate class line and they are generally very well configured and built to last. I use Lattitude and Optiplex Dells for my entire company (and some Macs for the cool kids).
You can also get some great deals at Dells outlet store, just Google Dell outlet store and you should get there. Very often, the best price on a Dell is at their website. In fact, their website very often has better consumer prices than what they publish to tier 1 partners. You'll do well with a Lattitude configured with SSD, Intel i5 and the highest resolution display you can find.

Dell completely turned their shit around and now make excellent laptops (the high end XPS is the best one period).
Lenovo, Asus, and IMO the underrated Samsung are also solid. The new Notebook 9 pro is getting rave reviews and will be my next comp when I upgrade.
An SSD is indeed a must.
The quality jumps when you get closer to $700 so if you can stretch your budget, do so.
For passable budget ones check Costco in addition to Best Buy.
Not trying to debate Mac vs Windows, I hate that debate, but as you get to the higher cost Windows laptops you lose the reasons for getting a Windows laptop instead of a Mac IMO.

The model he wa looking at has a 15" screen. Unless he's willing to go smaller, he'd have to get a MacBook Pro at $2000+

Well I said Mac Book Air, not Pro, and I don't think they have a screen bigger than 13.3", but either way, small sacrifice based on the shit he'd deal with on a Windows laptop within a couple years.
And I didn't see UConn say he needed a 15" screen.
That said, I just don't see (anymore) a huge difference between the two. Windows 10 is awesome after the 8 debacle. Most software is cross platform. Apple hardware and the better PC hardware (especially XPS) is comparable.
The only big unique selling point, IMO, is if you're locked into one or the other's eco-system (more likely Apple).
Whatever feels better for you within your budget is the right laptop for you.
