NFT: Computer question re: startup vs. restart.

I run Windows 10 Pro. Startup takes about 15 seconds, but restart takes about 80 seconds. Logic suggests that a restart should be as quick or quicker than startup.
Is my computer working properly?

Why would a restart be faster?

It has to stop everything before it starts them back up again

restart = shut down + start up
Windows 10 uses a "Fast Startup" function by default.

It keeps the Windows Kernel, loaded drivers, and system state in RAM after shutdown.
Doing a restart clears all of that out instead, thus the time difference.
